Program Finance and Administration Officer

Location: Nepal, Kathmandu Project Office

PATH is currently recruiting a Program Finance and Admin officer who will be responsible for program, finance and administration related matters of PATH Nepal. PATH began its work in Nepal in 2022, bringing governments, communities, and experienced public health practitioners together to address some of the country’s most crucial health problems. Today, PATH’s Nepal projects focus on nutrition, heath innovation, and more. PATH’s Nepal country program engages with various stakeholders and target groups for which the creation of compelling content is essential.

This position shall report to the Finance Manager.

Responsibilities:

Program Finance:

  • Serves as the primary point of contact for all administrative, logistics and travel related matters for the project team.
  • Organizing and facilitating various workshops and events for in-house staff and external stakeholders.
  • Managing logistic arrangements of all the events, collaborating materials, planning for staff & participants’ travel and reimbursements.
  • Draft minutes and reports of various meetings and workshops.
  • Maintain database of regular vendors to manage minor procurement as per the procurement policy.
  • Coordinate with the program team, PADM and Support in preparing budget related to programs i.e., consultant hiring, event and workshop, procurement & logistics etc.
  • Facilitate the finalization of vendors for any project related activity in coordination with Senior Project Administrator.
  • Coordinate with vendors, NGO’s and contractors for timely submission of invoices, reports within the defined timeline.
  • Assist in processing Travel Expenses (TER) of PATH and non-PATH staff and keep track of Travel Advance and TER.
  • Ensure the timesheets of the staff are submitted, updated with correct project and activity codes.
  • Ensure proper documentation and upload the expenses in Business world/Salesforce.
  • Should be familiar with the various legal compliance of Nepal and should be flexible to visit various departments for follow-up or document submissions.
  • Ensure advances are settled, GLs are reconciled and follow up on any pending items if any.

Facility management:

  • Oversee daily management of the office facility.
  • Oversee inventory management, Fixed Assets register, record Asset assignments etc.
  • Address employee queries and concerns related to office facilities and administration.
  • Maintain First Aid Box and Safety Gears including fire safety items.
  • Develop and implement policies and procedures for efficient office management.
  • Ensure compliance with health and safety regulations.

Other tasks:

  • Assist in the preparation of reports suggested by manager.
  • Ensure quality documentation and should be easily retrievable.
  • Implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current compliance and legislation.
  • Support during various audits such as Statutory, Internal, Donor Audits and SWC Audit etc.
  • Any other related tasks assigned from time to time.

Required skills and experience:

  • Postgraduate in Commerce / Economics with a minimum of 8 years of experience in finance and Administration of INGO.
  • Strong experience in organizing workshops, seminars, training & meetings, and marketplaces as and when required is essential.
  • Applicable knowledge of applicable local laws of Nepal and SWC.
  • Excellent computer skills in Microsoft Excel and Word, ERP, Power Point, Sale Force.
  • Well-organized and attentive to details with good follow-through skills.
  • Excellent communication skills (speaking English)
  • Proven interpersonal skills and ability to work effectively independently and in an international organization.

Must have legal authorization to work in Nepal.
